Irish Festival Awards 2009

Vote for Africa Day in the Irish Festival Awards 2009 Africa Day 2009 has been nominated in six categories in this year’s Irish Festival Awards. These Awards were set up in 2007 to honour the organisers of festivals and cultural events in Ireland, and the people behind the scenes who help make these events a success. Members of the public can vote for the festival they preferred and leave feedback and comments on the Irish Festival Awards website. Voting opened on 1st December 2009 and will continue throughout the months of December and January. What helped make Africa Day a success this year was the contribution of the many performers, artists, community groups and volunteers who gave their time to the event. We received great feedback from visitors to the festival. If you were one of the thousands of people who came along to the Iveagh Gardens in Dublin or the Civic Offices in Limerick and had a good time, please vote for Africa Day in the Irish Festival Awards. Irish Born Child Renewals

Dear Members,

Note that INIS has now annouced the details of the renewal process to take place next year in 2010 for those who already were granted IBC status through the IBC 05 Scheme and renewed in 2007. Circulate to persons the information below from INIS on http://www.inis.gov.ie/en/INIS/Pages/PB09000197

The renewal process will be carried out at the Irish Naturalisation and Immigration Service, Burgh Quay, Dublin 2, or by visiting the nearest Immigration Office at your local Garda District Headquarters.

Applicants should go for renewal 14 days before their current permission expires and not before that, attend with their Irish children and bring with them
• Original Passport/National Identity card;
• Original GNIB card;
• Evidence of residency in the State (e.g. utility bill or letter from government department.)
The renewal will be for three years, save for exceptional circumstances, and it will cost €150.

We hope to bring you more information and can answer queries in the New Year. Also note that after renewal those renewed will then begin to be eligible to apply for citizenship due to their length in the state - we hope to also offer some information and training for members on assisting their clients considering such applicaitions in the New Year.

NOTICE TO NON NATIONAL PARENTS OF IRISH BORN CHILDREN BORN IN THE STATE BEFORE 1 JANUARY 2005, WHO WERE INITIALLY GRANTED PERMISSION TO REMAIN IN THE STATE UNDER THE IBC/05 SCHEME AND WHO WERE SUBSEQUENTLY GRANTED RENEWED PERMISSION UNDER THE IBC RENEWALS SCHEME, 2007.
1. An arrangement has been put in place for the further renewal of permission to remain in the State to non-nationals who are the parents of an Irish born child, born in the State before 1 January 2005, who were initially granted permission to remain in the State under the Irish Born Child Scheme, 2005 (IBC/05) and who were subsequently granted further permission to remain under the IBC Renewals Scheme, 2007.
2. Permission to remain will be renewed for a further period of three years, save in exceptional circumstances, and subject to conditions.
3. If you wish to further renew your permission to remain in the State under this arrangement and you have not been convicted of any criminal offences, you are required to attend with your Irish born citizen child at the Irish Naturalisation and Immigration Service (INIS), 13-14 Burgh Quay, Dublin 2, or your nearest Immigration Office in your local Garda District Headquarters station outside Dublin and to present the following documentation, no earlier than 14 days before your current permission to remain in the State is due to expire:
• Original Passport/National Identity card;
• Original GNIB card;
• Evidence of residency in the State (e.g. utility bill or letter from government department.)
4. If you are unable to attend with your Irish born citizen child or provide the above documents, you must provide an acceptable reason as to why this is the case.
5. If you do not attend with your Irish born citizen child or provide the above documents, and fail to provide an acceptable reason for such absence, you will not be further renewed and will not, therefore, be registered.
6. Renewal of your permission to remain in the State under this arrangement does not in any way confer any entitlement or legitimate expectation on any other person, whether related to you or not, to enter or remain in the State.
7. Renewal of your permission to remain in the State is subject to a registration fee in the amount of €150.
PLEASE NOTE: If your permission to remain in the State expires and you do not renew it, your presence in the State will become illegal, unless you have an alternative basis for remaining in the State.

The Office for Integration in Dublin City council were very pleased to receive the news of approved funding to the value of €250,000 for the implementation of measures supporting integration within our city.
A number of the key projects are already in place while more are being developed and expanded. The OFI will soon announce a call for proposals from projects with a specific Integration and intercultural remit within the Dublin City Council area.
The role of integration and the key work we do in promoting a diverse, vibrant and intercultural city for all our citizens, that says no to discrimination and racism is extremely important and especially significant at the present time. We acknowledge and appreciate the support and commitment the Minister for Integration, John Curran has given to this key area.

The Minister for Integration, Mr. John Curran TD, today announced that he had approved funding of €250,000 for Dublin City Council to implement measures to promote the integration of immigrants in Irish life.
Speaking about the funding allocation the Minister said "I am pleased to say that Dublin City Council has been proactive in its response to integration and has put in place innovative measures to recognize the significant change in Dublin life. The establishment of a dedicated Office for Integration, the Declaration on Integration by leaders of state and city organizations establishing a pact on integration at city level not to mention the Council's ongoing commitment to initiating and facilitating dialogue and co-operation at city and local level with migrant networks and NGOs clearly demonstrates the Dublin City Councils commitment to face the challenge the of integration and get it right."

For your information, please circulate to your members and your community.you are probably aware a scheme has been announced by the Government for non-EEA migrant workers who have held an employment permit or green card and become undocumented for reasons beyond their control. This is often as a result of workplace exploitation and / or work permit not being renewed. Successful applicants will receive 4-month Temporary Permission to Remain from the Department of Justice, Equality, and Law Reform. This will provide time to apply for a Work Permit, for which the Department of Enterprise, Trade, and Employment will waive the usual eligibility criteria. integration guide for immigrant youth and parents


I would like to invite you to a training session on our integration guide for immigrant youth and parents. This guide will be launched in January and if you are intending to use this guide I would advice you to attend this training. Please see all details in the attached document.

Integration Guide for Immigrant Youth and Parents

Date/Time: 17th of December 2009 from 10am to 12:30pm (followed by a light lunch)

Integrating Ireland has developed an Integration Guide for secondary school aged immigrant youth, their parents (from outside the EU) and those who work with them. This guide consists of different sections and includes information and links to resources on education, language, youth work, community and family life as well as discrimination and racism in Ireland.

You are invited to attend this training event on the contents and use of the guide.
This invitation extends to all Integrating Ireland member groups and other organisations that work with or will be working with immigrant groups, particularly young people and parents (e.g. youth organisations).

The aim of this training is to introduce practitioners to the Youth Integration Induction Guide and prepare them to use it effectively. Sessions will be interactive, depending on each group’s interests and will follow this general agenda:

Overview of Guide
How to use resources which help facilitate integration
How to enable young people/ parents to use the Guide
This training is free of charge. Travel expenses will be reimbursed (public transport only unless justified in cases where not possible) on the production of original receipt. Childcare expenses can be covered if an official childminding service (i.e.crèche) is used and receipt is produced. Please contact me in advance if you need childcare expenses reimbursed.

Traveller Focus Weeks 2009
The 2009 theme for Traveller Focus, which takes place over two weeks from November 30th - December 11th 2009, is Traveller Pride.
The aim of the programme is to celebrate the contribution Travellers make both within their own communities and to Irish society as a whole, through their culture, enterprise, sporting excellence, professional expertise across every area and unique history and tradition.
National and local events around the country will innovatively focus on the theme, and the week will feature the inaugural Traveller Pride Awards, which it is hoped will become an annual event honouring the achievements and contributions of Travellers across Ireland. Objectives of Traveller Focus Week:
To develop Traveller pride in their Irish identity and cultural background
To develop awareness and promote an understanding of the position of Travellers in Irish society
To highlight Travellers’ contribution to Irish society
To promote Traveller participation in public life and policy development

Listen out for radio documentary, Candidates, on RTE Radio One at 6.45pm - December 5.In May 2009, Colin Murphy hit the roads of Ireland on the campaign trail with some of the 40 immigrants who ran in the local elections. In Dublin, Limerick, Monaghan and Donegal, he talked to candidates and the people they were canvassing about the issues and the practicalities of local politics in Ireland. From Patrick Maphoso's activist independent politics on Dublin's northside to Anna Rooney's staunch support for the Government in Clones, this project charts the diversity of experience and opinion amongst an emerging group of politicians.Ultimately, the experience was a sobering one: "It will take a long time for people to get used to immigrants participating in the elections," said Maphoso, "but the first generation have to pave the way." In Letterkenny, Michael Abiola Phillips is also philosophical: "I won't be disappointed even if I don't get in this time around," he said. Ireland's National Plan of Action to Address Female Genital Mutilation - one year since the launch

25th November 2009


Today marks the one year anniversary of the launch of Ireland's National
Action Plan on Female Genital Mutilation (FGM). One year on the National
Action Plan is yet to be formally adopted by any government agency and
specific legislation outlawing this form of torture in Ireland is still not
in place.



The goals of the National Action Plan are to; firstly, prevent the practice
of FGM in Ireland. Secondly, to provide high quality, appropriate health
care and support for women and girls who have undergone FGM. Finally, to
contribute to the worldwide campaign to end FGM.



We estimate that over 2,500 women living in Ireland have undergone the
procedure and thousands of children are at risk of this potentially fatal
practice, which is a gross violation of their human rights.



The Irish government must follow through on the recommendations proposed to
Mary Harney, Minister for Health and Children, and adopt a bill to
specifically outlaw the practice in Ireland. Only once this is achieved will
these women and children be protected and we can continue our work to
promote the abandonment of the practice internationally.



The Steering Committee is particularly concerned about the gaps between the
current United Kingdom legislation, covering Northern Ireland, and our own.
The Female Genital Mutilation Act 2003 in the UK introduced
extraterritoriality, making it an offence, for the first time, for UK
nationals or permanent UK residents to carry out FGM abroad, or to aid,
abet, counsel or procure the carrying out of FGM abroad, even in countries
where the practice is legal.



Salome Mbugua, Director of AkiDwA says "There is currently no explicit legal
protection against FGM in Ireland; neither is there specific legislation to
protect a child from being removed from Ireland to have the procedure
carried out overseas. These two scenarios need to be catered for together
within legislation. We hope that the Minister for Health and Children will
get the appropriate support from the Department of Justice, Equality and Law
Reform and the Attorney General in urgently progressing this matter."

Please see attached the invitation to the symbolic event to commemorate the women who have been murdered in Ireland since 1996 and to higlight the issue of Violence Against Women for the 16 Days of Action. It wil be held at the southern coner of Mountjoy Square Park opposite Ozanam House at 12.00 noon on Wednesday 2nd December.

Men and women are welcome. We are asking 159 women who come to each hold an A4 card with the place and date of the murder of one women which has taken place in Ireland since 1996. If you are sending women along, please tell them to look for me or one of the organisers as before the event starts so they can get a card and join the group of 159 women who will gather during the ceremony for a photo to be taken of them

FESTIVAL OF LIGHTS - 22nd November 2009
The countdown for Christmas is on! Help us officially launch the Christmas Season by coming along to the Festival of Lights on Sunday 22nd November, at 4.30pm on O’ Connell St., a free festival with family entertainment for all. Switching on the Christmas lights has been an integral part of Christmas in Dublin for many years, and is one of the city’s landmark events in the run up to Christmas.
Road Closures will be in place from 14.00 to 21.00 on O’Connell Street. The Stage will be placed in front of the Spire facing the River Liffey. Activities will begin at street level at 16.30. Stilt walkers, Face Painters and others will also entertain the crowd during the day. The 98fm Roadcaster will be on O’Connell Street from 16.30-19.00.

DUBLIN CITY SENIOR CITIZEN DAY - 30th November 2009

Dublin Senior Citizen Day is taking place on Monday 30th November and is the day when our senior citizens from all over Ireland can use their Free Travel Pass to come to the Capital City and enjoy free cultural events, activities and special discounts. The day is sponsored by Dublin City Council, Dublin Tourism, Transport 21, Friends of the Elderly, Dublin City Business Association, Dublin City Business Improvement District, Dublin Bus and the DART. FAMILY DAY - 8th December 2009
Families are invited to come in to Dublin city and avail of entertainment, cultural activities & special discounts in many Dublin shops. It’s a day full of fun an excitement for all the family starting with the opening of the live crib for Christmas at the Mansion House with a live performance by St. Mary’s Secondary School Choir, from Glasnevin. There will also be a variety of entertainment taking place on South King Street, Dublin 2, from 12pm including a Christmas themed inflatable bouncing castle, bungee trampoline, bucking Reindeer, stilt walkers, balloon modelling, face painting, performers and childrens entertainers. The Dublin Gospel and other entertainment will perform at the IFSC.

Threshold will be doing a parade from the Ilac centre to Wolfe Tone Park.

CATHEDRAL STREET MARKET
Soak up the Christmas spirit at the latest addition to Dublin City’s Markets, taking place on Cathedral Street, Dublin 1 (Pedestrian area beside the Pro Cathedral) from Thursday to Sunday from 3rd December for three weeks from 11.00 – 19.00. Dublin’s newest Christmas market will consist of 10 traders selling craft products such as homemade candles, gifts and cards, fair trade Christmas toys etc. A masseuse will also be available for tired shoppers.

There will also be regular carol singing and choir performances from Focus Ireland Singing Santa’s, St Andrews Choir, Threshold and Hallelujah Choir Coolock amongst others.

COPPINGER ROW MARKET
The existing Coppinger Row Market is expanding for Christmas! The market which already takes place on Thursdays and Fridays each week will now run from Thursday to Sunday for three weeks before Christmas, starting on the 3rd December. The Craft Council of Ireland are providing some specialist traders and a number of buskers have been confirmed to play.

Training Workshops in Issues of Sexual Violence Spring 2010

Ø A one day workshop on Working with Issues of Child Sexual Abuse on Thursday 21st Jan 2010. This workshop is for staff and volunteers who want to increase their understanding of the dynamics and impact of child sexual abuse, and to enhance their capacity to deal with this issue.

Ø A one day course Preventing and Dealing with Bullying, Harassment and Sexual Harassment in the Workplace for Managers, Human Resources Personnel, Equality Officers, Members of Boards of Management. This course would be helpful also to those in a counselling role, but please note the focus is on issues for the Manager rather than on counselling issues. This course will be held on Wednesday 3rd Feb 2010.

Ø A four day course Sexual Abuse: the Counselling Process from Monday 22nd February to Thursday 25th February 2010. This course is for psychotherapists and counsellors and those in a counselling role, and focuses on the therapeutic process with adolescent and adult clients.

Over the next few weeks the Fundamental Rights Agency of the European Union will be re-opening membership of the Fundamental Rights Platform of the Agency. I would like to encourage you to consider engaging with the Platform as a way to promote your consideration, in the EU context, of the Fundamental Rights and anti-discrimination issues you are concerned with.

Information will be available at:

The functions of the Platform which are listed in the Regulation of the Agency are;

- To make suggestions on the Annual Work Programme
- To give feedback and suggest follow-up on the Annual Report
- To communicate outcomes and recommendations of conferences, seminars and meetings relevant to the work of the Agency.

In addition, the Agency will interact with the participants of the Fundamental Rights Platform in accordance with specific needs related to areas identified as a priority for the Agency's work.

These functions mean that, while the Platform is not a decision making body of the Agency, it has the important function of informing FRA’s work and planning.

The following criteria will apply cumulatively in determining participation in the Fundamental Rights Platform:

Organisations committed to work and with a proven record of work for the advancement of fundamental rights;

Organisations active in the areas of the Agency's Multiannual Framework;



Organizations with a specific expertise, proven experience and engagement in matters within the remit of FRA;

Organisations which are representative in the field of their competence on national, regional, European or international level;

Local/grass roots organizations may participate on the basis of specific demand by the Agency (e.g. organizations working closely and directly with victims of fundamental rights violations) in order to directly inform the work of FRA from this crucial perspective;
Organisations with an ability and capacity to act as a link between their own constituencies, national and European networks and the Platform;
Organisations which are able to make known the work of FRA in their country;


In effect, engagement with the Platform is open, attending meetings and financial support is of course limited, but even without attending everyone can play a role.

From those who attended the last meeting of the platform in Vienna last May, an advisory panel for the Fundamental Rights Platform was elected for a period of one year. The next Platform meeting will be May 2010 in Vienna.

The first part ofthe conference, Saturday morning, is concerned with the status,maintenance and support of minority languages and cultures. The secondpart, Saturday afternoon and Sunday, focuses more specifically on theRussian language.One of the aims of the conference is to identify whether Ireland hasor needs a policy for managing cultural and linguistic diversity. As a finale to the Communities Connect finding our voices series, we are delighted to invite you to our diversity evening comprising multi-cultural prize-winning drama, drumming and a digital storytelling DVD screening.
Digital Storytelling DVD screening - ‘Living in Direct Provision – 9 Stories’ – the culmination of a collaborative digital storytelling project in which 9 storytellers participated in a process of storytelling, reflection, creative writing, photography and the use of multi-media technologies to make a 3-4 minute story about their own experiences as asylum seekers and refugees.
Drama Presentation ‘If George Could Talk’ - an innovative drama piece set in Nigeria and Ireland. It is an adaptation of a prize winning short story with a vibrant and talented cast, hailing from Nigeria, Cameroon, Togo and Kurdistan

October 2009 - A Month of Action For a Just Debt Policy for Ireland
With the World Bank and IMF holding their annual meetings in Turkey this week, now is the time to bring the attention of our political representatives to the urgent need for a new, just debt policy for Ireland.
Last year, DDCI campaigners persuaded the Minister for Overseas Development Peter Power TD to agree to publish a new debt policy. And now the Department of Finance are drafting it. This month is a critical month to ensure that the Minister for Finance Brian Lenihan and Minister Peter Power are aware of our deep concern that the people of the Global South must not pay for unjust and illegitimate debts.
This campaign is all the more urgent right now as impoverished countries face into yet another devastating debt crisis as a result of the global financial crisis. This is because the solutions being offered to countries of the Global South by the World Bank and IMF are to give more loans with damaging policy conditions attached, rather than to do what is needed - cancel unjust debts and provide more grants to help people to cope.
To add insult to injury, the World Bank is offering loans with policy conditions attached to impoverished countries to cope with climate change - despite their not being responsible for the climate crisis in the first place. Offering more credit to impoverished countries is not the solution to the debt or climate crises!
DDCI is asking you to support the Campaign for a Just Debt Policy for Ireland by:
1. Printing out the attached petition and asking your friends / family / comrades / community to sign it (Or we can post you printed copies on request).
2. Once you have some signatories on your petition, send copies of it with a personal note to all of your local TDs and ask them to raise a question about the need for a new, just debt policy in the Dáil. And ask them to request the Minister for Finance and Minister Peter Power to support a new debt policy that reflects the concerns raised in your petition.
A just Irish debt policy is very important as it will guide how the Irish government represents us as a member of the World Bank and IMF.

Please find below an update on the programme of the newly opened Centre for Creative Practices in 15 Pembroke Street. Writing and Publishing at the Centre for Creative PracticesCreative Writing Courses at the Centre for Creative Practices are starting from next week. We will be running a number of evening courses of six and ten weeks duration and a series of one-day seminars focused on developing writing style and artistic imagination. An interdisciplinary environment combined with professional support, mentoring and regular updates on publishing options are the key areas for Writing and Publishing at the Centre for Creative Practices. The course topics include traditional literary genres, non-fiction, travel, reviews and dramatic writing but also journalism, writing for children, graphic novel, book illustrating and the new modes of online writing. Some of our seminars and workshops are designed to provide manuscripts and book ideas assessment, consultation on available publishing opportunities and mentoring for new writers. All tutors working at CFCP are professional writers, publishers and journalists with a long experience in Creative Writing tutorials and are happy to share with our participants their expertise. The Centre for Creative Practices is also a meeting and exchange point for writers, publishers, journalists, book sellers as well as for those who seek to develop their writing skills.
