I would like to inform you about an upcoming event in the Irish Film Institute: The Moving Worlds - Cinemas of Migration film festival, organised by FOMACS and EUNIC, which will be a series of film screenings, related masterclasses, and Q&A sessions (please see the link to the programme below).

I would particularly like to draw your attention to three films: 'Neukolln Unlimited', 'Family Exile Movie', and 'Return to Hansala'. In all these films questions of Muslim faith and identity are addressed, in the context of immigration, cross-cultural communication, and social integration. The screenings are accompanied by after-film Q&A sessions with the filmmakers. Related special masterclasses (please see the link to the programme below) will also be held.
Perhaps this event will be of interest to you personally; however, I would also like to ask you to forward this message to your contacts, as well as other Muslim student- and professional organisations you might be involved in.

We hope that the films will be attended by members of Muslim communities in Ireland.

We're pleased to launch Belonging - a FOMACS/ICI production - which articulates a diversity of young voices as they express and reflect upon their everyday lives and views on the future. Belonging was conceived and produced over two weekend workshops, where photography, video and music acted as a catalyst for collective discussion about group and individual identities, friendships, the notion of community and family, race and religion. The workshops allowed participants to respond to issues of ‘belonging’ and ‘home’ and to take part in a lively conversation about emergent Irish identities and what and who is counted as being ‘Irish’ from the perspective of young people growing up in Ireland today. Youth Media
Belonging is one of several FOMACS ‘Youth Media’ projects where media is conceived as a tool for young people to be the creators and producers of their own messages, exploring cultural identities and enabling social change. As one participant at the Belonging workshop said: We have a voice but we haven't been given the microphone.

Stay tuned for more Youth Media workshops at FOMACS - specifically, a 'DJ Mixing and Music workshop' and a 'Youth and Social Media Workshop' at the forthcoming Moving Worlds: Cinemas of Migration Film Festival in December.

The European Commission is responsible for the management of the actions selected under Community actions (centralized management).

Call for proposals ERF 2010

In relation to the European Refugee Fund (ERF), the European Commission adopts each year an annual work programme and invite bids for calls for proposals and/or tenders for transnational actions in the interest of the Community (i.e. Community actions). In October 2010, the Commission published its latest call under the ERF Community actions 2010. The deadline to answer the call is 14 December, 2010. Paskong Pinoy sa Dublin is a chorale festival featuring the various Filipino chorale groups in Ireland. It was pioneered in 2009 by the newly-established Embassy of the Philippines in Ireland in cooperation with the Filipino Community Network (FCN). The concert is aimed at bringing the spirit of a true Filipino Christmas to Ireland through carols, fellowship, and traditional Filipino delicacies.

Welcome to the third issue of the IOM Ireland E-Newsletter! International Organisation for Migration
IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. With 127 member states, a further 17 states holding observer status and offices in over 100 countries.

IRRiCO: Information on Return and Reintegration in Countries of OriginFinal Conference of Phase II IRRiCO Project held in June 2010


IRRiCO is an IOM specially designed web-based tool that facilitates the exchange of information on return and reintegration options between EU countries and countries of origin.The first phase of this useful information resource began in 2007 as a pilot project and today IRRiCO has expanded to provide information on return related queries on the following countries of origin:Afghanistan, Albania, Angola, Armenia, Brazil, Cameroon, Congo DRC, Georgia, Ghana, Iran, Iraq, Ivory Coast, Kosovo, Moldova, Nigeria, Pakistan, Russian Federation, Serbia, Sudan and Ukraine.Essentail information in the form of country sheets, is provided on a wode variety of issues of relevance to migrants considering to voluntarily return to their home countries. this information then assists the migrant in making a more well-informed decision on whether or not voluntary return would be a good option for the individual. Topics covered include: education; healthcare; housing; employment possibilities; business set-up opportunties; custom's regulations; transportation; telecommuniication; special care and services for vulnerable groups.As an international organisation with offices in over 100 countries worldwide, IOM is a unique position to gather reliable information from staff in countries of origin with relative immediacy. With this regard, if a migrant has a particular query that is not covered by the information on the country sheets available on the website, a message is sent to the IOM focal point for IRRiCO in the country of oigin, who then responds to the query within 5 days. Specific queries are then incorporated into the relevant country sheets and shared with future users. A final conference on phase II of the project took place in Brussels in June 2010 with staff from participating IOM offices around the world. The conference evaluated the success of the project to date on information provision to migrants considering voluntary return and the assistance this provided with regard to making a more well-informed decision.Throughout phase II of the project, over 700 questions were sent from IOM staff in EU countries to colleagues in countries of origin. The top 3 countries receiving queries were Nigeria, Kosovo and Iraq, with the majority of questions being related to medical needs, transportation and business set-up costs relating to reintegration activities.The conference participants discussed the possible expansion of IRRiCO for the next phase of the project to include additional country profiles as well as further information on entitlements and benefits in countries of origin.IRRiCO is funded by the European Return Fund and the governments of Ireland, belgium, the Netherlands and Malta.Access the IRRiCO website here:

New Research Project with the University College Cork launched:'Leave? Remain? Leading Factors in Voluntary Return or Remaining in Ireland'
IOM Ireland recently began a new research project aimed at assessing the experiences of asylum seekers and irregular migrants in Ireland and identifying their reasons to voluntarily return home to their countries of origin or to remain in Ireland.
This research will be hosted by the Department of Geography at the University College Cork, with consultations and input from researchers based in other departments; as well as practioners in migration management in Ireland and at the global level.The research will be comprised of both quantitative and qualitative methodologies, to include surveys, interviews, focus groups and workshops with asylum seekers, irregular migrants and service providers in a variety of locations around the country.This project will be carried out over the coming months and a final evaluation and prpesentation oft he findings will be released for publication by Summer 2011.

Moldova Monitoring Trip June 2011
At the end of June 2010, two members of staff from the IOM Dublin office travelled to Moldova to meet with individuals and families who had previously voluntarily returned home with IOM Ireland assistance and availed of the reintegration grant. The main purpose of the trip was to monitor the reintegration activities of those who had returned and to assess and identify the most profitable and sustainable income-generating occupations. In addition to reintegration monitoring, the trip to Moldova gave staff the opportunity to visit the Chisinau Assistance and Protection Centre (CAPC) for victims of trafficking, which is now run in partnership with IOM Moldova and the Ministry of Labour, Social Protection and Family.The Centre was first established by IOM in 2001 and it continues to be the first point of contact for persons returning home following a trafficking experience abroad. Upon arrival to Moldova, CAPC staff meet returnees at the airport and provide information on the various support programmes available to them. Onward travel is then arranged either home or to the centre if requested. At the centre, tempoary accommodation; psychological counselling; social support; medical assistance; legal support and recreational activities are provided. In addition, reintegration assistance is also provided to those choosing to stay at the centre and a plan is designed on an individual basis, based on the needs of the client. Activities included in the plan may include socio-economic empowerment; professional development; formal or informal education in addition to psychosocial and medical assistance. Clients may then also be referred on to other statutory or non-statutory organisations around the country as part of the National Referral System for victoms of trafficking.The extensive support offered by staff at the CAPC makes this facility an impressive and comprehensive service to those most in need. IOM WorldWide
IOM Responsible for the Coordination of Emergency Shelter Relief in Pakistan
IOM is leading and coordinating the 40 humanitarian agencies working in Pakistan, along with the government, on emergency shelter provision. This work involves carrying out assessments of the areas in greatest need so as to ensure that aid is delivered to those most urgently requiring emergency relief. This coordinated approach enables agencies working in the region with common goals, to carry out emergency assistance in a more efficient way.An estimated 20 million people have been displaced by the floods in Pakistan in recent weeks, which have already caused approximately 1,500 deaths to date.Of those affected, hundreds of thousands have lost everything and are urgently in need of emergency shelter and other relief items.Initial rapid assessments of the damges caused by the floods so far, have highlighted the worst affected districts and regions for organisations working as part of the humanitarian relief effort. Assessments show that over 890,000 homes have been damaged or destroyed, which far exceeds initial estimates made.IOM's appeal for victims of the floods, aims to reach an additional 500,000 families across the country. IOM assists the 400,000 victims displaced and directly affected by the inter-ethnic conflict in Kyrgyzstan
Following the displacement of civilians as a result of widespread violence in Kyrgyzstan in recent months, IOM have appealed for international donor support in humanitarian aid to directly assist victims in desperate need.A recent risk assessment of the situation has shown that 75,000 people are still internally displaced and a further 25,000 are directly and seriously affected by the violence.Temporary emergency shelter is urgently needed, in addition to food supplies, emergency psycho-social assistance and emergency logistics to assist those displaced by the conflict.

IOM Launches New Project: 'Best Practices for a Coordinated Approach to Assist Unaccompanied Minors in the EU'
According to recent statistics, the European Union is experiencing an increase in asylum applications from unaccompanied minors, children under-18 years migrating to the EU without a parent or guardian.This project brings together children's rights groups and NGOs, as well as government partners, to assess the most urgent needs of unaccompanied minors in ten European countries. The overall aim of this European Commission funded initiative is toidentify gaps in assistance to unaccompanied minors and to formulate recommendations for effetive service provision for the future.The countries participating in the project are Austria; belgium; Czech Republic; France; Hungary; Italy; the Netherlands; Slovakia; Slovnia and the United Kingdom. The project will conclude at the end of 2011 with an international conference to present the findings of the research. Although Ireland is not directly involved in this initiative, the project is likely to produce useful guidelines that are relevant for the protection of migrant child rights throughout the EU.

the number of complaints made to the Garda Síochána Ombudsman

Dear All, Further to my e-mail dated 28 July 2010, please find attached an update (as of 30th June 2010) in relation to the number of complaints made to the Garda Síochána Ombudsman Commission alleging discrimination on the grounds of race and/ or religion. Garda Síochána (Police) Ombudsman Commission (GSOC) The Garda Síochána Ombudsman Commission (GSOC) is an independent police complaints body established by the Garda Síochána Act 2005. It became operational in May 2007. It is responsible for receiving and dealing with complaints made by members of the public concerning the conduct of members of the Garda Síochána (Irish Police). GSOC also has a role in making recommendations about how policing is conducted with a view to preventing further complaints arising in particular areas. Since it became operational, it has received 8, 091 complaints between 9th May 2007 and 30th June 2010. Of these complaints, 126 , amounting to 1.5 % of the caseload, appear to relate to allegations of discriminatory behaviour by gardaí. Of these 126 complaints, 100 complaints relate to discrimination on the grounds of race or religion as follows:No. of complaints alleging discrimination on the grounds of race and/or religion (as of 30th June 2010)

This month we celebrate our first birthday. We have been around one year... Wow!!! Thanks for all your interest, support, and presence. It means a lot to us!!!Therefore we have prepared a very special programme for September to celebrate the first birthdays of CFCP and fourth birthday of ArtPolonia which both fall together with the Dublin Culture Night on the 24th September.Our programme for the 24th September includes a concert by a trio VOICES, ANIMATED GRAPHIC SCORES project by Shane Mc Kenna and World Music Event featuring Jacek Halas, his friends musicians from Poland and Lithuania and the Slovak Folk Group Ostroha. VOICES – 6.30 at CFCP - The free vocal and site-specific improvisation concert will take place in the various spaces available at CFCP in- and outside of our venue. We promise a mesmerising experience.ANIMATED GRAPHIC SCORES - from 8pm. Shane Mc Kenna will present his collaborative project for professional and amateur acoustic and electronic musicians performing together the animated graphic scores developed by Shane.For New Communities and all interested in World Music, ArtPolonia together with the Temple Bar Cultural Trust is co-coordinating a musical stage at the Civic Offices to present in Dublin the most appealing voices from the Eastern European Folk Music. An energetic concert and dance workshops will take place from 6pm till 8pm. In April 2010, seven years after her last therapy, doctors diagnosed cancer regression causing drastic changes in her life. Presently Gosia struggles with her illness going through another chemotherapy to save her life. An illness does not choose but you may choose to help.Admission €53 - 9pm

Exploring energy - past, present and future - Voices will present a site-specific performance inspired by the various spaces available in and outside this beautiful Georgian building. Voices - this trio’s experience draws from classical and early music, jazz, electro-acoustic music, noise, psychedelic rock and theatre. However, at times the bareness of the three voices, often unamplified, is shocking. CFCP CINEMA has been set up as a totally open-access initiative - we have no selection process and no censorship*. We show what we're given and let the audience make up their minds. All we want is to celebrate the diversity of the moving image and share it with our audiences. The lack of pre-selection induces a greater element of chance and a possibility for the utmost variety.(*Of course, we also need to make sure that any type of pornography, films presenting paedophilia, racist or fascist content will not be considered for screenings.) CFCP CINEMA shows take place once per month on the second Monday of each month. We aim to show ALL kind of films and videos at each show. The shows will be 2.5 hours long with a short break. We will provide a relaxing informal atmosphere, big screen, good sound, tea & coffee and you are more than welcome to bring your own refreshments with you. We will introduce the films and the film makers are encouraged to answer questions on their films if they so wish. We keep the entrance price as low as we can - €5 for members & €7.50 for non members - we still have to pay the rent.

MINISTERIAL COUNCIL ON INTEGRATION. Minister Mary White T.D., Minister of State for Equality, Integration and Human Rights today announced that she has commenced the process to establish a Ministerial Council on Integration. The Minister explained that expressions of interest from migrants are now being sought for appointment to the Council and the closing date is 7th July. Minister White said " I plan to set up four regional forums so that I can engage directly with migrants and listen to their issues, hopes and challenges. I place great emphasis on the importance of civil society engagement and I want to work closely with our immigrant communities to ensure effective integration." The Minister continued "This Council is open to individual migrants so you don't have to be a member of a NGO or a group to apply. I want to reach out to migrants and hear the experiences and views of people who come from a broad spectrum of cultural and religious backgrounds and countries of origin." Council meetings will be chaired by the Minister and will normally be held two to three times a year in each of the four regions i.e. in Dublin, Rest of Leinster, Munster and Connacht/Ulster. Each regional forum will be composed of 15 to 20 members and members will attend meetings in the region in which they reside. The Minister explained "I believe that by setting up the Council in a regional formation, it will ensure that the experiences of integration at a local level will be reflected and considered." Expressions of interest for appointment to the Ministerial Council are now being sought from persons from the migrant community who are legally resident in Ireland for two or more years, or who have acquired Irish citizenship. Applicants for asylum or subsidiary protection will not be eligible to apply. Intending applicants should forward a Curriculum Vitae (stating country of origin also) and a covering letter outlining their background and the reasons they consider themselves suitable for appointment to the Ministerial Council to the Office of the Minister for Integration. Minister White commented "As the Minister responsible for integration issues, I look forward to working closely with members of our immigrant communities and I would encourage migrants to apply for appointment to the Council. It is an opportunity for individuals to have a voice in relation to their integration experiences and to help shape a better and more cohesive Ireland. I would particularly urge women from the immigrant communities to apply as I would like the Council to have a gender balance." In his comment, Wale Mogaji, Head of Communications & Integration said, “The Minister’s early leadership sends a positive signal including that she is listening to communities and that real steps will be taken to ensure that integration and inclusion is taken seriously at national and local government levels.” Mr Mogaji also said, “Since the census in 2006 we know that more than 15% of Ireland’s total population and more than 10% in each local authority area now includes individuals and families with children from immigrant backgrounds. Given the complexities and implications of this changing demographic it is more important than ever that a strong and committed inclusion agenda is implemented by government in consultation with all sectors of society and so that integration initiatives already underway can be supported and strengthened in a sustainable way.” Mr Mogaji went onto highlight that the challenges presented for Irish and immigrant families alike due to the recession must also be tackled so that all who live here, including our young people, feel they belong and that their contribution is valued.” Mr Mogaji welcomed the Minister’s statement in relation to the rights and entitlements of asylums seekers in Ireland, including the proposal that asylum seekers are granted the right to work as provided for under the EU’s Qualifications Directive. Monitoring Integration in Ireland: A Way Forward? The Integration Centre has committed to developing and introducing a framework and model for monitoring integration at local and national levels. The model will be based, in the first instance, on the broad agreement reached at EU level via the Stockholm Programme. It will take into account economic, political, social and cultural factors and EU proposed areas for measuring integration including; access to employment and education, active citizenship and social inclusion. A set of core indicators will inform the model and The Centre will seek to collaborate with statutory and non-statutory organisations to develop the model and to capitalise on the differing sets of expertise already resident in Irish institutions and communities. The framework and model will be practical in nature with the aim of providing a deeper understanding of what integration means in the Irish context. It will compliment the policy/legislative analysis provided via the Migrant Integration Policy Index (MIPEX) published biannually by The British Council and Migration Policy Group in Brussels. Given Ireland’s changing demographic landscape and the mandate that a general election be held by 2012, this initiative is timely and will, no doubt, reveal some interesting results. On a related note, the outcomes from the recent UK general election have produced an exceptional first – the election of two women MPs of Muslim faith to Westminster; Shabana Mahmood, Labour candidate for Birmingham, Ladywood; and Yasmin Qureshi, Labour candidate for Bolton South East, both who won their seats by large majorities. A total of 22 women candidates from Asian backgrounds ran for election this year from the three main parties. Up until now, the only Muslim woman in Westminster had been Baroness Sayeeda Warsi, who served as Shadow Minister for Community Cohesion and Social Action. The Integration Centre is encouraged by this increased political participation by women with immigrant backgrounds.Meeting Immigrant Needs through Information & AdvocacyThe Citizens Information Board (CIB) is the national agency responsible for supporting the provision of information, advice and advocacy on social services and more recently for the provision of Money Advice and Budgeting Services (MABS). CIB sponsored services can be accessed by logging onto www.citizensinformation.ie, or Locall 1890 777 121 Monday to Friday (9am – 9pm) and via a network of 250 information centres and services across Ireland. The Integration Centre is funded by the CIB to provide information and advocacy services with a specific focus on the needs of people living in Ireland who are from immigrant, refugee and asylum seeker backgrounds. As part of its business plan, The Integration Centre has recently been consulting with and presenting to senior staff from community information centres via a series of regional meetings convened by the CIB. This is facilitating a better understand of the ongoing and emerging needs of immigrants and how The Integration Centre can coordinate with services already in place to meet these needs. Kathy O’Connor, South West Regional Officer, The Integration Centre said during her presentation at a meeting in Charleville, Co Cork, “It is important to meet with the staff and volunteers from community information centres across Ireland to jointly share and develop our expertise and understanding of the types and levels of service already provided for people from immigrant backgrounds and to ensure our services continue to be relevant. This is particularly important given our commitment to expanding the information and advocacy service to better address the needs of people living outside Dublin and Galway.” The Integration Centre plans to roll-out its new service model later this year. Immigrants Readi for WorkThe Central Statistics Office (CSO) Seasonally Adjusted Standardised Unemployment Rate from January to April 2010 was published at 13.4%. The Irish National Organisation of the Unemployed (INOU) also published figures which indicated there were 433,000 people on the Live Register of Unemployed as at March 2010. In acknowledging the centrality of employment, The Integration Centre, has proactively led the READI project in Ireland. The project includes partners across the EU and aims to assist job-seeking immigrants in six countries. As part of its contribution, The Centre held workshops in Kilkenny, Limerick, Ennis and Clondalkin and future workshops are planned for Tralee and Balbriggan. Participants have the chance to examine critical success areas including CV presentation; interview preparation and skills criteria. Workshops are interactive and participants from the National Adult Refugee Programme as coordinated by the VEC attended the Ennis event. Youth organisations, youth cafes and scout organisations were also represented at the event which provided a strategic opportunity to explore the new European Strategy for Youth and to focus on objectives relating to ‘Youth and the World’. The seminar provided an opportunity to examine the various ways that young people work and how developmental education can address global issues. “The learning from this event will inform the work of The Integration Centre including that relevant to integration planning and monitoring”, Mr Szlovak said. Expert Group Publishes Handbook on Integration III The Brussels based think-tank Migration Policy Group (MPG) published the third edition of the Handbook on Integration for policy-makers and practitioners last month. Published on behalf of the European Commission, the handbook addresses key policy and practice areas as they relate to the Common Basic Principles on Integration adopted by EU Member States in 2004. The handbook identifies 'good practice' from across Europe in each of its six focus areas; European exchange of information and good practice; Mass media and integration; Awareness-raising and migrant empowerment; Dialogue platforms; Acquisition of nationality and the practice of active citizenship; Immigrant Youth, Education, and the Labour Market. The document is a thorough and user friendly guide for policy-makers and practitioners alike, and supports development of an EU framework for integration. AkiDwA Report: ‘Am only saying it now’ AkiDwA, Swahili for sisterhood, is an authoritative, minority-led network of African and immigrant women living in Ireland. AkiDwA was established in August 2001 by a group of African women to address the needs of an expanding population of African and immigrant women living in this country. The organisation promotes an equal society, free of racism, discrimination and stereotyping. AkiDwA aims to strengthen immigrant women’s voices by applying a gender perspective to policy and practice and by promoting equality. AkiDwA’s recently launched report ‘Am only saying it now’ considers the circumstances facing women seeking asylum and living in direct provision accommodation centres in Ireland. The report notes that in December 2009 there were 6,482 people in direct provision and that approximately half were women. The majority had lived in direct provision for over two years, and were not entitled to work because Ireland opted out as a signatory to the EU’s Qualifications Directive. They received an income of €19.10 per week as part of the Supplementary Welfare Allowance (SWA) scheme and €9.60 per week for each child. These figures are based on a theoretical calculation that a direct provision resident is receiving the full rate SWA by taking into account the State’s provision of accommodation, board and meals. In noting the vulnerability of this group, the report’s key recommendations include that:gender guidelines be developed and implemented a mandatory code of conduct, comprehensive training programme and Garda vetting be introduced for personnel working in direct provision a confidential complaints and redress mechanism be put in place a commission of inquiry take place to assess the mental, emotional and physical impacts of long term residence for women seeking asylum, protection or leave to remain in IrelandAkiDwA is led by its Board and Director, Salome Mbugua.
